Paratransit third-shift cut shows little effect on total ridership so far, staff says

City transit staff told the Oshkosh Transportation Committee on May 13 that eliminating third-shift paratransit service on April 1 has so far produced minimal effect on overall paratransit ridership.
Staff presented ridership numbers showing year-to-date paratransit rides up by about 250 and said the system has not seen a substantial decline after the third-shift reduction. Staff noted a modest increase in “access to jobs” rides on one day immediately following the change and said a small number of riders shifted to that program. The committee received the ridership report with no formal action.
“We thought maybe some of the people that were using that service third shift might shift access to jobs and a couple people have,” a staff member said. Staff said there were one or two complaints but that staff helped those riders find alternatives. Transit staff characterized the change overall as “pretty successful” and said they will continue to monitor impacts and consider similar reviews for fixed-route Saturday service later in the budget cycle.
Committee members thanked staff for the update and discussed upcoming conversations about fixed-route Saturday hours, where similar low-use patterns may prompt service adjustments.
