The committee substitute was explained to the panel by the vice chair, who said, “The committee substitute to senate bill 15 38, authorizes the office of of court administration to conduct a study about digital reporting and to require the office of OCA to submit a report of findings to the governor and to the legislature by October first of 20 26.” That explanation preceded a motion to report the substituted bill favorably to the full Senate with the recommendation that it do pass and be printed.
Senator Johnson moved the substituted bill be reported favorably. The clerk recorded the roll call: Creighton — aye; Hinojosa — aye; Middleton — aye; Johnson — aye; Hughes — aye. The committee recorded five ayes and no nays, approving the substitute and reporting Senate Bill 15 38 favorably to the full Senate. The committee also recommended the bill for placement on the local uncontested calendar; the chair asked if there was objection and, hearing none, ordered it so.
The action directs the Office of Court Administration (OCA) to conduct the specified study and to file the results with the governor’s office and the Legislature by Oct. 1, 2026. No statute, rule, or other legal citation was referenced in the committee’s explanation on the record. The committee substitute had been distributed to members before the explanation was given.
