County moves to emergency stabilization on County Road 361 after rockfall; contractor engagement imminent

Ouray County staff moved March 18 to contract immediately for emergency rockfall stabilization on County Road 361 following a recent slope failure that left fractured rock above the roadway. County engineering and road staff consulted geotechnical engineers and identified an emergency scope to stabilize the slope and remove loose rock before reopening the road to non-construction traffic.
Staff said they had solicited informal quotes and negotiated an emergency contract with an experienced high-angle and helicopter-access contractor (Access in Motion / Nico), with a geotechnical scope reviewed by Buckhorn Engineering. The initial phase will include removal of unstable blocks (helicopter-assisted work and controlled breaking) and temporary stabilization; subsequent work will include rock clearing from the roadway and permanent repair of the retaining/crib wall.
The county manager and staff said the initial emergency contract is estimated at about $114,000 for the immediate stabilization; follow-on contracts for rock removal and wall repair are estimated separately. Staff plan to use emergency-management funds for the initial phase and then seek reimbursement opportunities (FEMA/public assistance) where eligible. Staff will present the executed emergency contract to the board for ratification at a future meeting.
