Clearfield City Council voted unanimously to adopt Ordinance 2025'12, approving the fiscal year 2026 tentative budget and setting a Truth in Taxation public hearing for Aug. 26, 2025.
City staff presented a multi-fund tentative budget that includes an estimated $340,000 in additional property-tax revenue to help fund increased needs for police and park services, planned utility rate increases (with Wasatch Integrated and North Davis Sewer District shown as pass-through costs), and a direction to allocate 15% of a local tax (as presented) toward parks operations. Staff said the tentative budget plans three new police officers (one grant-funded), one full-time parks employee, a reduction of one planner position, and a $167,000 reduction in general operating costs.
Finance staff reported major capital plans including roughly $21 million for water, sewer, storm and solid-waste projects; about $5.4 million in street projects; $2.8 million in facility and parks projects; and the delay or cut of roughly $3.1 million in other projects. Staff said governmental funds show about $31.2 million in revenue and $40.7 million in expenditures for FY2026 and that use of reserves is an intentional, one-time draw for capital work. Utility and enterprise funds were presented separately and show significant planned appropriations funded in part by reserves.
Lee, the staff presenter for the budget, described the document as the culmination of a multi-month process and said the tentative budget aims to preserve 62 days of operating reserves and to prioritize core municipal services. "This budget document provides detailed information concerning the financial condition and activity of the all budget decisions reflect the city council's Clearfield City's commitment to creating a place where people want to be," Lee said during the presentation.
The council moved and seconded Ordinance 2025-12 and approved it on voice vote; the chair then directed staff to set the Truth in Taxation hearing for Aug. 26, 2025. The council and staff said the process will continue through the final budget adoption timeline and that staff will return with final figures and required notices ahead of the Truth in Taxation hearing.
