Clearfield City Council unanimously approved the city's 2025'2026 Community Development Block Grant (CDBG) five-year consolidated plan and the corresponding one-year action plan, authorizing the mayor to sign needed documents for implementation.
The consolidated plan, required of HUD entitlement grantees, sets spending priorities for roughly $200,000 in federal CDBG funds for the program year beginning July 1, 2025. The council voted to split the public service allotment among Open Doors, Davis Community Learning Center and Safe Harbor, allocate 20% to administration, and use remaining funds for an elevator replacement at city hall.
Allison, a city staff member presenting the plan, told the council that the plan is subject to public review and a 30-day comment period that ran from March 26 to April 29, 2025, and that no comments were received. She said, "Clearfield City will receive approximately $200,000 in funds. I was told today that we should know tomorrow the exact amount, and that will go for 07/01/2025 to 06/30/2026." The steering committee recommended splitting the public service allotment and the specific organizations listed above.
Council members praised staff for securing CDBG entitlement status and for administering grants at a scale uncommon for cities Clearfield's size. One council member said the funds are "critical for vulnerable communities and community service organizations" and urged continued congressional support for the programs. No members of the public spoke during the hearing.
The council's formal motion to approve the consolidated plan and annual action plan passed unanimously. The authorization includes signature authority for any documents necessary to implement the plan.
Staff will finalize the exact grant amount once HUD confirms the allocation and return to the council or mayor as appropriate for any required signatures.
