They noted the underground utilities in portions of Richland are “in very poor conditions” and said sewer video has documented multiple problem spots.
Staff described Phase 1 of Richland as focused on Nicholas (Nicholas Glenwyn, Maria Lane, Marine Drive, Patrician Drive and adjacent blocks), estimated at about $1.5 million, and Phase 2 covering adjacent streets. Sidewalks in the Richland area were reported as narrow (often 3–3½ feet) and pushed up by roots; staff said the plan calls for replacing sidewalks to current widths (five feet where required) and removing selected trees where necessary.
Council members and staff discussed sequencing and the city’s ability to finance simultaneous projects. Staff said they had run preliminary financial scenarios and believed the city could move forward with 3A and 3B, but that detailed cash‑flow and bond capacity numbers would be provided at the next meeting. Staff emphasized the schedule remains an estimate until final cost numbers are available.
The work session covered related items including Rushmore Phase 3 and other CIP entries; staff asked council members for direction on additions or deletions before finalizing the financial package for council consideration.
