School board asks city for $2 million to launch pilot alternative education program

The Manassas City Public Schools board voted 6-0 on May 15 to request that the Manassas City Council authorize a $2,000,000 appropriation from the district fund balance to support a fiscal year 2026 pilot alternative education program.

The request, filed as resolution R2025-06, was introduced and moved by Board Member Breja and seconded by Vice Chair Spall. The resolution says a locally based alternative program would “enhance academic outcomes, improve attendance, support behavioral development, reduce chronic absenteeism, and facilitate successful reintegration into the general education environment.”

Staff outlined next steps if council approves the appropriation: obtain a special-use permit, complete minor renovations and furniture orders (staff noted 12–16 week lead times for furniture), recruit and hire program staff, work with families on student selection, and plan transportation and food service logistics. Superintendent Newman and operations staff said the district would continue its existing relationship with Prince William County’s Independence Nontraditional School while adding the local pilot to expand options.

Board members described the proposal as a pilot intended to be evidence-driven; Spall said the program “is a way to do that” — providing supports to students who are unable to learn in traditional settings while preserving orderly classrooms for other students. The board asked for regular updates to monitor milestones and costs as planning proceeds. The request now goes to city council for appropriation and any required permitting.
