Chair Pham opened a work session on House Bill 31 37 a on May 14, 2025. Committee staff summarized the bill as creating the term “managing principal broker,” specifying duties and supervisory responsibilities, updating written supervisory agreements, revising license renewal/reactivation guidelines, defining real‑estate teams and clarifying client obligations, and allowing licensees to donate portions of compensation to registered charities. Fiscal staff said the bill has minimal fiscal impact and no revenue impact.
The committee considered and adopted a dash‑a3 amendment to resolve conflicts with an enrolled House bill (23 73). Vice Chair Anderson moved to adopt the amendment; the committee adopted the amendment by unanimous consent and then voted to move the engrossed bill as amended to the floor with a due‑pass recommendation. Roll call recorded aye votes from Senators Broadman, Nash, Patterson, Vice Chair Anderson and Chair Pham.
Vice Chair Anderson, who identified himself as one of the bill’s sponsors during remarks, told the committee he would carry the bill to the floor. Committee members had no substantive objections at the work session and the committee closed its consideration of the bill for the day.
