Senate approves bill to allow provisional cosmetology certificates for rural apprentices

The Senate passed House Bill 23 80, which permits provisional cosmetology certificates for individuals who live more than 50 miles from a cosmetology school and who apprentice under a licensed cosmetologist with at least five years’ experience.
Senator Brock Smith said the measure mirrors an identical Senate bill (SB 207) and will allow residents in remote communities — for example, Brookings and Port Orford — to apprentice locally rather than relocating to attend a cosmetology school. "They can't afford to move to Eugene and go to school, but they can certainly afford to apprentice under a licensed cosmetologist," he said, and emphasized the public-health and safety training the apprenticeship will include.
Senator Robertson spoke in favor but said the law remains narrow and that licensing rules for haircuts warrant broader review; she noted health-and-safety elements are the principal justification for licensure.
The bill passed on third reading; the clerk recorded roll-call votes and the enrolled count was recorded as 29 ayes on the floor.
