County staff updated the Board of County Commissioners on a multi-phased effort to replace and expand community mailbox kiosks and to address ongoing delivery problems reported by residents in Pioneer Plantation, Montura and Wheeler Estates.
Jim Sabella and road staff surveyed existing kiosks and counted boxes in Montura and Montour Ranch Estates, and staff proposed a phase‑in approach that allows the county to build expandable, continuous runs of kiosk space rather than multiple small pods. Staff said the U.S. Postal Service will pay for boxes but typically will not install them; the county is exploring building covered structures and doing installation work so residents can receive larger bulk‑package boxes and sheltered access.
Provers said the post office told staff it "would still issue the keys, issue the boxes. They would pay for the boxes... They just would not install them." Commissioners described specific site ideas — including county‑owned lots in Wheeler Estates that could be cleared and prepared for a drive‑through kiosk with a looped driveway — and urged staff to move quickly while a local postmaster expressed willingness to purchase kiosks.
Commissioner Howard described an elderly Pioneer Plantation resident who cannot reliably receive medications or packages because of delivery problems and suggested the board invite a higher‑level USPS official to a meeting to discuss systemic service failures. Several commissioners supported issuing a formal request for the Postal Service to send district or regional leadership to a board meeting to explain delivery responsibilities and remedies.
Staff said designs will vary by site: Montura may be able to expand an existing octagonal kiosk; Ladeka and other small‑lot communities may need concrete pads and single‑row kiosks to make room; Wheeler Estates could use a pavilion‑style covered structure with slotted kiosk units and a driveway connection. No purchases or installations were approved at the briefing; commissioners directed staff to pursue site visits, coordinate with the local postmaster and request that higher‑level USPS leadership meet with the board.
