The staff member said some items are repeatedly replaced by families and that irrigation and fertilizer funding gaps prevent year‑round grass health at certain sites.
Staff also said specific infrastructure needs exist at Ridgeline Cemetery — including a well and a water system — and that without additional funding for irrigation and fertilization the grounds cannot be maintained to a higher standard.
Commissioners and staff discussed outreach to new plot purchasers to explain rules and expectations, noting that grieving families may not absorb rules at the time of purchase and that a follow-up call within weeks of interment could reduce future conflicts.
No formal action or budget appropriation was made; commissioners indicated they would continue the topic during upcoming budget workshops and asked staff to factor cemetery needs into capital and operating requests.
