Killeen council certifies May election results; bond measure fails, recall of Councilman Michael Boyd approved

Councilman Segura, presenting the returns, summarized the totals for the bond election, saying the overall count was 1,146 in favor and 1,816 opposed. "The council hereby finds and determines this proposition failed at the election," Segura said. The council voted 7-0 to adopt Ordinance OR-25-008 canvassing those returns.
The council then considered Ordinance OR-25-009, which canvassed results of the general and special elections held May 3. Segura reported vote totals for district races: Jessica Gonzalez with 350 votes for District 1; Joseph Solomon with 671 votes for District 2; and Anthony Kendrick with 330 votes for District 4. He also reported the special election on the recall of Michael Boyd in District 4: 317 for the recall and 264 against. "A majority of qualified voters in District 4 of the city of Killeen, Texas voting in such election have voted for proposition A," Segura said. The council voted 7-0 to adopt OR-25-009.
By adopting the ordinances, the council formally certified the election results reported earlier in the meeting and recorded the outcomes in the city minutes. No legal challenges or appeals were raised during the canvass segment of the meeting.
Background: OR-25-008 was captioned as "an ordinance canvassing the returns and declaring the results of a bond election and other matters in connection therewith." OR-25-009 was captioned as "an ordinance canvassing the returns and declaring the results of a general election held 05/03/2025 for the purpose of electing a district council member for District 1, District 2, and a special election determining whether District 4 Council Member shall be recalled." The council’s votes to adopt both ordinances were unanimous, recorded as 7-0.
