Uintah County approves $31,000 fair entertainer contract and approves rain insurance

Vernal, Utah — The Uintah County Commission approved a $31,000 contract May 13 for special entertainment at the county fair’s Thursday night performance and separately approved insurance to guarantee payouts in the event of a rain-related cancellation.
Melanie Silcox, who presented the Western Park contract, said the performance date would be Aug. 14 and that security responsibilities will be handled by Search and Rescue. The contract specifies reserved tickets at $35 and general admission at $25, Silcox said; she also said the county’s back-line and additional rider costs were pending and would be reported later.
Silcox described an insurance rider meant to pay guaranteed amounts if specified rain thresholds were met: a payout schedule she recited would pay $40,000 for Thursday night, $20,000 for Friday and $10,000 for Saturday under the policy’s terms tied to WeatherWorks Doppler rainfall measurements. Silcox said the insurance quote to guarantee those payouts was $4,889 (discussed in the meeting rounded to $4,899); commissioners moved to approve insurance at a $5,000 motion to cover the cost.
Commissioners discussed whether the insurance needed separate approval; they approved the $31,000 contract first and then approved the insurance motion. Silcox said refreshments for the entertainer’s green room (water, iced tea and a few pizzas) were included in the concert budget; she said no alcohol would be provided.
The commission voted to approve both the entertainment contract and the related insurance authorization.
