Vernal, Utah — The Uintah County Commission on May 13 approved a grant agreement with the Utah Division of Outdoor Recreation to accept $200,000 in Recreational Trails Program funding for the Via Ferrata project, county purchasing and grants officer Jenny Bird told commissioners.
The contract recorded in the meeting materials lists a total project cost of $641,550. Bird said the county will treat the award as a pass-through grant and will not contribute county funds for the project; the agreement must be started within 180 days and completed before the end of the summer next year.
Bird told commissioners the Recreational Trails Program award was a matching grant and that an organization called Access Utah will provide matching funds. Bird said the state required cultural and environmental clearances before the contract could be drafted and that county legal staff had reviewed the agreement.
Commissioners asked where the RTP funds originate; staff said they would need to consult the state for a precise breakdown. One commissioner observed that RTP allocations are federal dollars and likely come from federal appropriations and program receipts, but staff said the county would confirm funding sources with the state.
The commission voted to approve the contract with authorization for electronic signatures so the county can provide individually signed agreements to participating cities and special service districts.
