The Senate Committee on Education voted to report House Bill 52 favorably after testimony that the bill would add instruction on postsecondary funding options to the required high-school financial literacy course.
Representative Willard said the bill would ensure students learn about options to pay for postsecondary education, including Pell Grants and other federal, state and institutional supports, and that the change is particularly important in rural communities. Mia Gonzales Washington, director of the New Orleans College and Career Attainment Network (NOLA CAN) at the Cowen Institute, told the committee Louisiana left $47 million in Pell Grant funding unclaimed by eligible students the prior year and that improved instruction could help students access such funds.
The committee read in supportive testimony from several organizations and moved HB 52 to the floor with no objection recorded. Sponsors and witnesses characterized the change as curricular alignment rather than a new expenditure; no new appropriation was requested in committee.
