Glendora council initiates assessments for Streetlight Maintenance District No. 1; proposes $50.63 annual rate for single‑family units

Assistant Public Works Director Valerie Velasquez Santoya presented staff recommendations for the Streetlight Maintenance District No. 1 assessment roll for fiscal year 2025–26.
Velasquez Santoya said the district, formed under the Landscape and Lighting Act of 1972, includes approximately 2,996 public streetlights; the majority are owned by Edison and the city owns 252 lights. Assessments are calculated by equivalent benefit units (EBU) by land use and by zone (Zone A for standard parcels and Zone B for gated communities receiving perimeter lighting benefit). Under the proposed CPI factor of 3.02%, the single‑family home base assessment for Zone A would be $50.63 per unit per year.
The staff summary showed total expenditures of about $1,288,657 (direct costs, administrative costs and operational reserves). Funding sources listed included the assessment revenue (about $550,000), a general fund contribution (about $67,348) and the gas tax fund. Velasquez Santoya recommended adopting three resolutions to initiate proceedings, approve the preliminary engineer’s report and set a public hearing for June 24. Council adopted the resolutions 5–0.
Council members asked why the city retains some nonstandard historic lights; staff said Edison does not want certain nonstandard lights and the city maintains them. The council vote initiates the formal process; final approval and placement of assessments on tax rolls will follow the June 24 hearing.
