Glendora schedules final public hearing on Glendora Village Business Improvement District assessments

Management aide Chantelle Korea presented the first of two public meetings on the Glendora Village Business Improvement District (BID) proposed assessments for fiscal year 2025–26.
Korea said the BID boundaries run from Bennett to Foothill and include the shopping center across from City Hall. She explained that the assessment methodology remains unchanged for the coming year and that the BID’s revenue sources are business assessments plus event income; the projected combined revenue for 2025–26 is $12,800, with the wine walk and assessments as primary sources. "For fiscal year 25–26, the methodology will remain the same as last year," Korea said.
Korea told the council that projected expenditures exceed anticipated revenue by just under $35,000 and that the gap will be covered from BID surplus funds; reserves at the end of the year are projected at about $107,076. She confirmed notices and the annual report were mailed to affected businesses and published in the San Gabriel Valley Examiner. The process includes a second public hearing, during which protest votes will be counted and the council may approve or decline the assessment.
Councilmember comment encouraged BID leadership to review the Glendora Station Area Vision Plan because of potential overlap with BID activities. A motion to accept staff’s recommendation to continue the process and hold the final hearing on May 27 passed 5–0.
