Baton Rouge — On May 14 the Senate Committee on Transportation advanced House Bill 524, which seeks to clarify Louisiana law so local public safety agencies and school districts can use cooperative purchasing contracts and qualified group purchasing organizations located outside Louisiana.
Representative Dwight Spell, introducing HB 524, said last year’s changes allowed local public safety agencies to access contracts awarded through competitive public procurement, and the new bill would remove ambiguity about whether organizations such as Sourcewell qualify. “This allows some clarity across our procurement laws that are already in existence and engenders, again, their ability to access more competitive pricing and streamline procurement process,” Spell said.
Ben Junio of Sourcewell, a Minnesota‑based cooperative purchasing agency, told senators that Louisiana agencies have contacted Sourcewell seeking clarity. “House Bill 524 enhances current law by clarifying the definition of qualified group purchasing organizations to include organizations like Sourcewell,” Junio said, adding the bill aligns local purchasing authority with state purchasing standards while preserving transparency and fiscal safeguards.
Committee members asked clarifying questions about what constitutes a qualified group purchasing organization and whether external procurement activity could include an out‑of‑state public procurement unit. Junio explained the bill treats an external procurement activity as a buying organization not located in Louisiana that would, if located in Louisiana, qualify as a public procurement unit.
Senator Carter moved to report HB 524 favorably; the committee approved it without objection. The committee record shows the bill will proceed to the Senate floor.
