Representative Bakula, taking the chair for the item, said HR 143 renews work begun under HR 169 to study office of optional retirement benefits and to consider phased retirement programs for higher education employees. Phased retirement would let an employee reduce hours and receive partial retirement while transitioning responsibilities to a replacement.
The resolution's sponsor offered amendments to add items for study, including insurance and annuity options for optional retirement plans, and to add the chief executive officer of the Office of Group Benefits as a member of the study group. The amendments were accepted without objection. Representative Thomas moved the resolution favorable as amended; with no objections recorded, the committee advanced HR 143 to the floor.
The committee characterized the action as a study only; no policy or statute change was adopted in committee. The resolution directs the study group to report back to the legislature for possible future legislation.
