Auditors give Washington County unmodified opinion; commissioners accept 2023 financial report

Washington County Commissioners Court accepted the county's 2023 Annual Comprehensive Financial Report Tuesday after an auditor from Crow LLP delivered an unmodified opinion on the statements.
Robert Belt of Crow LLP told the court the unmodified opinion provides the highest level of assurance that disclosures required by generally accepted accounting principles are materially correct. He highlighted the general fund’s results: revenues of about $27.5 million, expenditures of roughly $21.3 million and a net increase in fund balance of $4.4 million, leaving the county with an ending fund balance of approximately $18.3 million.
Belt also reviewed other funds, saying the road and bridge fund had a net increase of about $654,000 and the emergency service operations fund showed a net reduction during the year of $950,000; he noted the county began the year with a negative emergency-services balance and closed the year with a positive balance, and staff said EMS operations will be combined with the general fund in future budgeting.
After the presentation, the court moved and seconded to accept the 2023 report from the external auditors. The motion carried by voice vote.
The auditors advised commissioners that fund-balance measures give perspective on days of operating expenditures covered by reserves and praised the county’s overall fund-balance position, while flagging the emergency services fund as an area the county has addressed through budgetary changes.
