Washington County approves $1.12 million reimbursement contract with GLO for flood mitigation project

Washington County Commissioners Court voted Tuesday to approve a reimbursement contract with the Texas General Land Office (GLO) for a Community Development Block Grant Mitigation (CDBG‑MIT) project focused on a low-water crossing at South Myersville.
County staff told the court the contract would reimburse up to $1,119,800 for design, land acquisition, administration and construction costs. Staff said the total project cost in county budget records is about $1.6 million, with the county setting aside interim funds to cover expenses that GLO will later reimburse.
“It's kind of a frustrating point, but at the end of the day, you work with what you have and we're not gonna spit on $1,000,000 that comes to the county even if we have to deal with a little bit of inflationary numbers from the review process,” a county staff member said, describing the multi-year review and clarification process the grant underwent.
Staff said they had addressed about five requests for information during the GLO review and were ready to commence preliminary design and land-acquisition work; a kickoff meeting was scheduled for Friday. A commissioner noted the project affects precincts that have struggled for decades with an impassable crossing during floods and said it would improve emergency response and access: “For people who have been stranded and not had a way around, this is gonna be great,” the commissioner said.
The court moved and seconded approval of the contract and authorized the county judge to sign all necessary documents. The motion carried by voice vote.
