The Sonoma County Board of Supervisors on March 18 unanimously approved a three‑year personal services agreement to appoint Nolan Sullivan as director of the county Department of Health Services.
Human Resources Director Janelle Crain presented Sullivan's qualifications and the recommended contract terms. "Mr. Sullivan is a seasoned health administrator with nearly 20 years of experience managing County Health and Human Services programs," Crain told the board, noting Sullivan's tenure at the Yolo County Health and Human Services Agency and his educational credentials.
Crain said the agreement would place Sullivan at the G step of the salary range with an annual salary of $313,092 and other benefits as prescribed by the county salary resolution, with a proposed start date of April 1, 2025. She said the Department of Health Services has roughly 746 employees and an annual budget of more than $500 million.
Sullivan, who joined Crain at the dais, thanked the board and said he was "beyond excited to start this new chapter" and that he and his family are in the process of relocating to Sonoma County. He described a desire to partner with local nonprofits and county staff to support community needs.
Board members welcomed Sullivan; Vice Chair (recorded in the transcript as "Vice Chair") made the motion to approve the contract and Supervisor Corsi seconded. The motion carried unanimously among board members present.
The appointment is effective April 1, 2025. Department staff said the director position will oversee public health, behavioral health and homelessness services.
