The Effingham County Planning Board on May 13, 2025, recommended approval to rezone 0.5 acres at 615 Neese Road from AR-1 to AR-2 so an applicant can create a half-acre lot for a family member. Staff said that because the proposed parcel would be smaller than AR-1's five-acre minimum, AR-2 is required; AR-2 allows a 0.5-acre minimum when the parcel is connected to public water.
Applicant Chris Helme (spoke for the owner) told the board the half-acre site was surveyed with road frontage and that his mother-in-law wants to build a house there. Staff confirmed the applicant had engaged the health department and obtained required information for septic/site suitability. "We plan on taking and ... we've got it surveyed out a half acre right there at the road frontage by our driveway, for my mother-in-law to build a house," Helme said.
Planning Board member Bassard moved to recommend approval; Miss Smith seconded. The board voted in favor. Staff reiterated the condition that development services must review and sign the plat and that the zoning change is effective only after the plat is recorded. The recommendation will be forwarded to the Effingham County Board of Commissioners for final action at its June 2025 meeting.
