County reports 38 new housing permits in last cycle, exceeding state RHNA target

Brandon Penguin, planning director and building official, updated the Sierra County Board of Supervisors on the county's annual housing element report filed with the California Department of Housing and Community Development.
Penguin said the county’s regional housing needs allocation (RHNA) target for the 2019–2024 cycle was four units across affordability categories. He reported the county permitted and saw built 38 new housing units during the period, or roughly 950% of the target. "For those who think nothing happens and we don't build here, we're actually doing much better than what the state wants us to do," Penguin said.
Penguin reminded the board the county recently adopted its seventh-cycle housing element covering 2024–2029 and that April 1 was the annual reporting deadline. The report to the state closes out the previous cycle and records progress toward RHNA targets; Penguin noted the county will continue tracking and reporting progress.
