Port Richey hires Stantec on piggyback agreement to scope maintenance-dredging study

At the May 13 meeting the Port Richey City Council approved engaging Stantec Consulting Services Inc. to perform study, design and permitting work to develop a maintenance-dredging program for canals and waterways in the city, with $200,000 already appropriated in the PENPASCO fund for the fiscal year.
Staff said Stantec has prior work with Hernando County and other Florida municipalities, and recommended piggybacking the city’s contract off an existing Hernando County professional-engineering services agreement. Staff described the next step as a scoping meeting with Stantec to define which canals and waterways will be included in a statement of work (SOW), the steps needed to complete the study, and an associated cost estimate. Council authorized the city manager and city attorney to negotiate and sign necessary cooperative purchasing agreements to effectuate the work.
Council members said the study is “long overdue” to identify the canals that require dredging, to develop permitting applications and to produce a design that will allow the city to put dredging work out to bid. Staff emphasized that having a reputable engineering firm prepare the SOW will make the later dredging procurement process more effective and is likely to attract competitive bids.
Council approved the motion to engage Stantec via piggyback with a unanimous vote.
