Port Richey council creates Adopt-a-Street program, agrees to expand to parks

Port Richey City Council on May 13 approved a resolution establishing an Adopt-a-Street program to encourage volunteers to help maintain and beautify public roadways. Council amended the program at the meeting to expand the scope to include parks and certain public tree-planting efforts.

Staff said the city had previously run an informal adopt-a-street program but had no formal resolution creating the program or a standard agreement; the proposed resolution creates program guidelines and authorizes the city manager or designee to administer it. Under the program staff described, participating groups would sign an agreement, coordinate with the city for cleanups at stated intervals (for example, four times per year), and receive safety gear (vests, gloves, trash bags) provided by the city. The city will also provide recognition such as signs naming participating groups.

Council members asked for the program to explicitly cover parks and civic tree activities. Several members suggested combining the street, park and tree programs into one unified volunteer program and creating a city map showing available streets or parks for adoption. Staff recommended coming back with a single simplified application and clarified language to avoid duplication across separate programs.

Council also discussed program oversight and enforcement — staff said volunteer groups would need to coordinate their cleanups with the city and report four times a year; the city would track participation and could rescind recognition for non-performing groups.

Council approved the resolution establishing the program with the park expansion added; staff will revise the resolution and application materials and return with a final document for implementation.
