Board approves Coletta Park rezoning, annexation and development plan with townhomes added

The Board of Mayor and Aldermen on Tuesday approved a rezoning and related actions that revise the Coletta Park planned unit development, add 27 townhomes and 232 single-family lots, and include a parkland impact fee agreement and construction covenant.
City staff said the rezoning (Ordinance 2025-O-3) and accompanying development plan revise an earlier PUD approval to increase the project from a previously approved 99 lots to a total of 232 single-family lots plus 27 townhome units, on approximately 204.86 acres that include the annexed parcel at 4356 South Carothers Road. Staff recommended approval, saying the plan meets Envision Franklin land-use guidance and exceeds required open-space and tree-save calculations.
In the discussion, planning staff and the applicant described the townhome component as concentrated on the parcel proposed for annexation and said the plan preserves larger lots along county boundaries and provides pedestrian and emergency access points. A county-only road will remain gated for emergency services, and a 12-foot greenway pedestrian path will serve as redundancy and possible emergency access if needed.
Public speakers raised concerns earlier in the meeting about infrastructure and the pace of development in adjacent neighborhoods; the board acknowledged those concerns during debate. Alderman Barnhill and other members said the revised plan responded to neighborhood requests for variety of housing types. Alderman Burger voted no on the rezoning votes and Alderman Baggett abstained; the ordinance passed the board by a 6–1–1 margin.
The board also approved Resolution 2025-13, the revised development plan for Coletta Park PUD, and City of Franklin Contract 2025-0019, a parkland impact fee and construction agreement with Ford Coletta LLC. Those actions passed with the same recorded votes on the development plan (6–1–1) and the contract passed unanimously.
Staff noted the project retains existing vesting granted in 2017 and extended in 2021 and 2023; the current request does not establish new vesting but applies the existing vesting across the revised development.
The board's approvals allow the project to proceed toward final platting and permitting under the approved development plan and conditions.
