Applicant architect Jim Smith said the site is substandard at 4,500 square feet and that the design team had coordinated multiple times with the Board of Architects and historic staff. The design keeps the house massing set back from the street, uses fiber‑cement siding over block construction for hurricane resistance and includes a recessed carport and landscaped entry to reduce the visual impact.
Board members asked for refinement of some details — notably window surrounds, column capitals and the relationship of beams to capitals — and requested that final shop drawings reflect the more traditional proportions suggested by the board. The board added a condition directing staff to work with the applicant on adjusting column and beam detailing prior to final permit issuance.
The motion passed with an affirmative roll call; the board recorded its approval after receiving a letter of support from the local homeowners association. The applicant agreed to work with staff on the remaining conditions before final permitting.
