MPO adopts Las Cruces procurement and related manuals to enable fiscal agent role

The Mesilla Valley MPO governing board on May 14 adopted Resolution 25-10 to apply City of Las Cruces procurement policies and manuals as part of the established fiscal agent relationship between the city and the MPO.
Andrew Ray, MPO executive director, explained the joint powers agreement designates the city of Las Cruces as the MPO’s fiscal agent and the city requires the MPO to adopt its procurement (purchasing) code so the city can execute fiscal functions on the MPO’s behalf. Ray said the MPO will also adopt the City p‑card (purchase card) manual to allow MPO staff to use the city credit‑card program for travel and purchases, and MPO attorneys recommended adopting the City personnel manual as a baseline while staff and counsel identify any inapplicable sections.
Ray emphasized the resolution includes a caveat that city codes and manuals apply “to the extent they do not conflict with existing federal and state regulations.” The board approved the resolution by roll call.
Why it matters: Adopting city purchasing rules and manuals enables the city to continue advancing MPO expenditures as fiscal agent while ensuring MPO operations follow applicable federal regulations; staff said they will review the personnel manual text and return with any exceptions later.
