MPO adopts series of TIP amendments adding engineering and planning funds for NMDOT projects

The Mesilla Valley MPO governing board on May 14 approved Resolution 25-09, amending the Federal Fiscal Years 2024–2029 Transportation Improvement Program (TIP) to reflect a set of NMDOT and transit funding changes.
Don McGuire, speaking for NMDOT projects, summarized the amendments: added preliminary engineering (StipFlex) funds of $299,040 plus $50,960 in road funds for the I‑25 capacity study (LC00380), moved $854,400 in NHPP and $145,600 in road funds from 2028 to 2027 for the I‑25 Engler interchange ramp construction (LC00382), and converted the US‑70 median concrete wall barrier and lighting project (LC00530) from construction to a planning-only line with $1,281,600 in StipFlex and $218,400 in road funds (new project total $1,500,000, removal of prior $10,000,000 construction funds).
McGuire also noted a transit amendment adding a South Central Regional Transit District operating suballocation (TL00160) of $25,833 in 5307 funds and a matching local amount of $25,833 for total operations funding of $51,666. BPAC and TAC recommended the amendments; MPO staff recommended board approval. The board approved the resolution by roll call.
Why it matters: TIP amendments change the region’s programmed federal and state funds and affect project scheduling and performance measurement (several items were marked as affecting safety performance measures).
