Only one bid submitted for Bay Oaks Recreational Campus grading RFP

Debbie Glavin, contracts and procurement specialist, opened a May 14, 2025, proposal opening for RFP 2503EN and announced that staff received a single complete proposal for the Bay Oaks Recreational Campus filling and grading work.
The solicitation, which was issued April 22, covers clearing and debris removal, grading and raising the park area to the base flood plain; three addenda were issued against the RFP. Glavin said the one proposal submitted listed a total price of $1,689,381.63 and included the four forms required by the solicitation.
"Just because 1 bid doesn't mean it's guaranteed. The, the committee will look at the scores of what they believe the company can do and also, it's just not price driven," Glavin said, referring to the selection process.
Staff said the next step is to forward the proposal to the selection committee for evaluation. A selection committee rating meeting is scheduled for May 15 at 12:30 p.m.; no award or contract approval was made at the opening. The proposal opening concluded and the meeting was adjourned.
The proposal opening is an administrative step that confirms receipt and completeness of bids; it does not guarantee a contract award. The committee's evaluation will determine whether the single submission meets the solicitation's technical and scoring requirements.
