Board approves Miller schematic, nearby property purchases and financing resolutions for Miller/Franklin projects

Marshalltown Community School District trustees on April 21 approved schematic designs for the Miller Middle School renovation and additions and advanced the project into the design development phase, and the board also approved steps to secure adjacent property and complete bond paperwork tied to the Miller/Franklin projects.
The board voted 5-0 to approve the schematic design as presented by Boyd Jones and Envision, allowing the district to proceed to design development and more detailed cost validation. Earlier in the meeting the board added last-minute finance items related to recently sold sales-tax revenue bonds; later the board approved formal resolutions and paying-agent agreements required to complete the April bond closing.
Board members heard from Boyd Jones staff and Envision designers that the schematic package reflects priorities identified in prior user-group meetings. The construction manager reported that, after two and a half weeks of vetting cost estimates and value-management ideas, the project is consistent with the approved bond budget for the selected scope.
The board also approved purchases of three properties adjacent to Miller Middle School to provide short-term staging area during construction and longer-term expanded parking to the west of Miller. The board approved purchase offers as follows: 112 South 12th Street for $100,000; 206 South 12th Street for $100,000; and 202 South 12th Street for $160,000. The three approvals leave one remaining priority parcel that staff said will be considered later.
The meeting included action on financing mechanics: trustees approved a series of resolutions appointing paying agents, bond registrar and transfer agents related to the district’s $30 million sales-tax revenue bonds for the Franklin Field and Miller Middle School projects. Staff said the paperwork lets the district meet April sale deadlines and that bond proceeds are expected to be deposited in mid-May. The board also authorized procedures to enable automatic withdrawal of scheduled bond payments through the paying agent.
A construction manager said some work will continue through value-management and user-group refinement in design development; district staff said next steps include additional user-group meetings, refining estimates, and continuing to prioritize wants versus needs in the approved budget envelope. Trustees emphasized the need to keep community communication clear as design details are refined.
Board members also approved one construction-related bid for sidewalk and site work at the softball complex and authorized the contractor to proceed soon, with the work timed to avoid interference with the spring season. The board approved the DC Construction quote of $34,826 to extend sidewalk and return a gravel area to green space adjacent to softball facilities.
All major Miller/Franklin financial and property measures were approved on voice votes reported as unanimous: motions carried 5-0.
