Board signs amended construction agreement for Franklin Field after competitive bids

The Marshalltown Community School District board approved an amendment to its AIA construction‑management contract with Boyd Jones Construction Management and accepted bid results for Franklin Field on Monday, moving the project into a construction phase that district and construction managers said had strong local contractor participation.
Mitch (Boyd Jones) and Pete Perez of Boyd Jones reported 13 bids across three bid packages for the concession and restroom building and other work, which produced construction pricing that was about $100,000 lower than prior estimates for the construction portions. The board packet showed a total updated project development figure and an overall bond impact of about $6.85 million after additional funding sources were applied; construction managers said much of the variance tied to timing and owner contingencies rather than a shortfall in scope.
The board also approved a separate 28E intergovernmental cost‑share agreement with the City of Marshalltown to split the cost of replacing a century‑old public storm sewer that runs diagonally under Franklin Field; city council approval came earlier and the 28E requires the district’s approval before work starts. That public storm sewer replacement is necessary for the field elevation and drainage work and was cited as a prerequisite to the field earthwork.
Board members asked about contractors and schedule. Construction managers noted a high proportion of local firms won or bid competitively on the packages and said site prep and fence installation will begin immediately; an inaugural ground‑breaking event was scheduled the following day. The board approved the Boyd Jones amendment by a 5-1 vote and authorized the superintendent to proceed with contract finalization and schedule coordination with contractors.
Board documents list specific subcontract awards for the concession/restroom package: Hay Construction (general trades), Kapan & Brown (mechanical/plumbing/HVAC) and Klein Electric (electrical). Work on other phases of the larger facilities plan will follow Franklin Field construction in a sequencing plan presented to the board.
The motion passed with one dissenting vote; the district will report progress and budget updates as the project proceeds.
