Data manager says integrated permitting, GIS and asset systems are yielding better reporting; RFI issued for unified finance solution

Nick Fink, the borough’s data manager, told the committee on Tuesday that new permitting, GIS and asset-management systems are producing improved operational reporting and helping staff target problem areas such as delinquent rental licenses and unpaid fees.
"Basically, our our asset management system, our GIS, and our permitting licensing system. Now we're starting to see the fruits of those efforts come together," Fink said, describing how consolidated data is enabling automated letters, field inspections on tablets and faster reporting for tasks such as floodplain reporting and rental inspections.
Fink said rental inspection letters have been reconfigured so inspectors using tablets can issue pass/fail results in the field that generate automatic, templated letters and email notifications. He also described an address-lookup tool that helps staff and residents determine municipal jurisdiction across multiple ZIP codes and directs callers to the correct municipality when West Chester’s boundary is not applicable.
On finances, Fink said the borough released a request for information (RFI) to roughly a dozen vendors to evaluate integrated finance solutions. The RFI catalogs department pain points and a desired wish list and will be used to narrow vendors for demonstrations and to estimate implementation costs, he said. The goal is to reduce manual reconciliation across existing accounting, billing and point-of-sale systems.
Ending: Committee members asked about vendor demos and the RFI process; Fink said vendors will submit white papers, a shortlist will be invited to demonstrate products, and implementation costs will be used to inform budgeting for a possible replacement system.
