Parking committee reviews low bid of $1.677 million for Bicentennial garage membrane work

The West Chester Parking Committee discussed rebidding of the garage membrane project for the Bicentennial garage on May 13 and identified CPS Construction Group as the lowest responsible bidder with a proposed cost of $1,677,000.

Don Edwards prepared the bid documents and staff said the capital budget carried $285,000 from 2024 toward the project. Staff described the work as focused on the upper levels of the Bicentennial garage where chloride intrusion from road salt had produced the most deterioration. Committee members said the phasing is intended to keep the garage functional and limit closures during repairs.

Staff explained the technical rationale: core samples were taken to test chloride penetration and identify the “saltiest” decks, and the membrane/coat specified is meant to protect concrete and rebar from further corrosion. Committee discussion noted elevator reliability and future capital planning would factor into broader garage investments, but the membrane project documented in the bid covers the upper level repairs only.

No formal vote record was captured in the transcript; staff indicated O’Donnell Naccarato reviewed the bids and considered CPS an acceptable contractor.
