Resident objects to proposed sale of 15 acres to Wisconsin developer, cites density and price concerns

During public comment on agenda item 5.3, resident Rick McIntyre urged the City of Mesquite to reject a proposed sale of 15 acres (APN 002-12-801-003) to Commonwealth Development Corporation of America, a Wisconsin corporation, saying the listed price—$172,500—is about 10% of the parcel's assessed value and that the buyer would likely build high-density, low-income housing.

"This is a specifically to build high density, low income housing on that parcel," McIntyre said. He said neighbors within a half-mile opposed such development and argued the parcel's "highest and best use" would be a tax-generating commercial project on a major arterial.

McIntyre asked the council to reject the out-of-state buyer and suggested an alternative: develop affordable housing on a separate 34-acre parcel he said local stakeholders preferred. He told the council he represented a group that previously opposed an MF-4 designation on the parcel and had favored CR-2 zoning, while noting CR-2 includes MF-3 as a possibility.

Councilwoman Gallo said she agreed with McIntyre and said she had been the lone vote against the prior proposal. "Somebody from out of state is coming in, getting a super deal on that land," she said, and added the city should preserve available land for higher-tax-generating commercial uses.

The contract between the City of Mesquite and Commonwealth Development Corporation of America for the 15-acre parcel was on the agenda for consideration, but the meeting transcript does not record a council vote approving or rejecting the contract during this technical review meeting.
