JLARC adopts 2025–27 biennial work plan, adds two new studies

The committee voted to adopt the corrected work plan after staff noted a minor typographical error in the citation for the drug take‑back program study. The motion to adopt was moved and seconded and carried by voice vote.
The work plan commits JLARC staff to two new studies added by the session: a focused review of the Department of Health's fee‑setting authority and expenditures related to private collection and disposal of unused prescription and over‑the‑counter drugs, due December 2025; and a review of state energy performance standard compliance that will examine costs for capital upgrades, funding sources, and potential savings from energy efficiencies, due June 2027.
Staff told the committee JLARC presented at six different legislative committees during session and that five bills passed implementing or related to JLARC recommendations. JLARC staff said the office expects to have capacity after the 2026 session to take on two additional studies.
Senator Greener asked whether the energy performance study could be accelerated; staff responded that scheduling constraints already booked the office through mid‑2026, making June 2027 the earliest feasible delivery date.
The committee approved the work plan with a clerical correction noted during the meeting regarding the drug take‑back citation. The adopted work plan will guide JLARC staffing and study schedules through the next biennium.
