A commissioner described a bank of large, deteriorated utility- or vault-style boxes at the Hawk Ridge entrance on the road to the airport and said the homeowners association is willing to pay for a wrap. Staff reported the boxes belong to the Virgin Valley Water District, though they sit on HOA property, and that the water department said access for maintenance is the primary requirement. Staff said Clark County and St. George vendors provided preliminary price guidance; large multi-box wraps will be more expensive and will require significant surface preparation on the battered side of the bank.
Commissioners discussed procurement options and shopping multiple vendors for the best price. Several commissioners proposed that the commission include an artist commission when arranging wraps. One commissioner moved that future wraps include a $200 artist commission; another suggested a percentage-based fee. The commission amended the motion to adopt a 10% artist commission (or a minimum of $200) on future wraps. The amended motion passed by voice vote.
Commissioners requested staff follow up with Clark County and local sign shops for precise estimates and to confirm surface-preparation needs and permitting. Staff noted a competitive local option in St. George and said they will report pricing back to the HOA contact.
