Councilwoman Filley moved to cancel the special Monday meeting and add the reprimand item to the technical-review agenda and the next regular council meeting; Councilman Emmons seconded the motion with the caveat that the city attorney had advised including a possible closed (attorney-client) session on the agenda. The council approved the motion by voice vote.
During discussion, Councilwoman Fielding said she preferred holding the matter in a regular evening meeting so more members of the public could attend. City Attorney advice was summarized for council members: listing a possible closed session on the published agenda preserves the council's option to go into a closed session later and avoids an open-meeting law violation.
The council recorded the procedural direction to staff to publish the item on the upcoming regular meeting agenda and to include the option for an attorney-client closed session if necessary.
