Commission authorizes contingent swap of two downtown parking lots

The Columbia City Economic Development Commission on May 13 authorized a contingent swap of two parking lots — one behind the county building and a parcel on East Van Buren — provided the current private owner quitclaims title back to the city.

The vote gives staff authority to move forward with the swap only after the city obtains clear title. Commissioners said the incoming lot will be paved, receive low landscaping and sidewalks, and likely signage to direct parkers, and that the swap is intended to improve downtown parking and appearance.

Commissioners described two paths forward if title is not reconveyed: the private owner could develop apartments on the parcel, or give the lot back to the city so the swap can proceed. Commissioners said they had reached a tentative agreement with the prospective buyer contingent on a rendering everyone had approved and that negotiations with the current owner remain ongoing.

The motion approved by the commission was contingent on completion of the title transfer; commissioners did not take any action that would transfer city funds prior to the quitclaim. Staff said they will reach out to the current property owner and to county officials to move the matter forward.

Background: commissioners said the proposed parcel is relatively small and that the developer had agreed to pave the lot and add modest landscaping so that it matches existing county parking. No construction or rezoning approvals were taken at the May 13 meeting.
