Oklahoma County to fund OU-led prenatal opioid program after RFP review

Oklahoma County commissioners voted to recommend awarding the G25003 opioid‑abatement grant to the University of Oklahoma Health Sciences Center in partnership with the STAR Prenatal Clinic, Better Chance ABC Clinic and Legal Aid Services of Oklahoma to fund a three‑year intensive case‑management program serving pregnant and postpartum individuals affected by opioid use disorder.

County staff told the commission the proposal requests full funding of $299,813.63 and would serve about 50 patients in the first year. The program would begin in the third trimester and continue through the infant’s first year, combining integrated prenatal care, home‑based parenting intervention and on‑site legal services for housing, public benefits and custody matters.

Jessica (staff member) summarized the selection process and said OU’s partnership met the RFP prerequisites: a detailed budget, cover letter and the needs assessment required by the attorney general’s office. “The STAR ABC LASO partnership provides a continuum of clinical, behavioral, and legal supports to promote recovery, reduce recidivism, and improve outcomes for mothers and infants impacted by opioid use,” Jessica said during the meeting.

Commissioners discussed reporting requirements and next steps if the award is finalized. Staff said the county will require quarterly reporting for submission to the attorney general’s office and that the awardee could be invited to present updates at Policy and Governance meetings. The grant period described by staff is one year for the initial award cycle, with activities expected to extend through June 30, 2026.

A motion to approve the recommendation carried on a voice vote; the commission answered “Aye.”
