The University Heights Safety Committee voted April 7 to refer a proposed change to the city’s parking penalty schedule (code 452.99) to the City Council for consideration.
The amendment would set a $75 fine if paid within 30 days of issuance, increase to $150 if paid after 30 days and before 60 days, and maintains higher amounts for later payments, according to the draft ordinance discussed at the meeting. “The fines would require changing the tickets,” Law Director Bridal said; the clerk and prosecutor must review proofs and the court must approve new ticket formats before the new fines can be enforced.
Police Chief Rogers explained the practical timeline complications: ticket stocks and a proofing process mean the department must set an effective date to allow for printing and court approval. “There would be some significant lead time, to where we could become operational with the new tickets in the field,” he said. Committee members moved and seconded the referral; staff will coordinate proof reviews and recommend an effective date once printing timelines are known.
Committee members emphasized that the towing discussion (a separate ordinance) and ticket reprinting logistics are related but can proceed on parallel tracks so the fine changes can be implemented once administrative steps are complete. The Safety Committee’s vote moves the draft fines language to the next City Council meeting for formal consideration.
