Committee members at the University Heights Building and Housing Committee meeting on April 21 pressed staff for details after learning the city had not yet implemented its short-term rental ordinance and asked for written clarification from the law director so staff can resolve outstanding operational issues before the summer rental season.
Housing Director Markell Davis told members the ordinance had not been implemented. Members raised multiple operational questions about the application and inspection process, including whether the housing department or another office would review applications that require a drawing for approved parking, and whether the city's CitizenServe permitting system needs a separate application prefix for short-term rentals.
Law Director Brad Bryant (referred to in the meeting transcript as the appropriate official to answer ordinance questions) was identified as the first staff point of contact for legal interpretations. Chair Winifred Weiser asked Ms. Davis to put all outstanding questions in writing to the law director and to copy the chair so the committee can review responses at its next meeting.
Committee members discussed additional items that must be clarified before full enforcement: how taxes will be calculated and collected for short-term rental activity, whether different insurance or commercial classifications apply, how occupancy will be measured at inspection, and how the city will publicize registration and certificate requirements.
