Flathead County commissioners on May 13 approved three separate preliminary plats for residential subdivisions โ River Meadows, Larch Pines and a resubmittal of Blaine View โ with standard conditions addressing wells, septic systems, stormwater, weed control and wildfire risk.
River Meadows: Planning staff described a proposed two-lot subdivision at 124 Glacier Flats Road, dividing a 10-acre parcel into two 5-acre lots. Lot 1 would use an individual well and septic; Lot 2 was described as having a shared well and septic, with future potential for an accessory dwelling unit. The Helena Flats Land Use Advisory Committee and the county planning board recommended approval; staff said agency comments addressed solid-waste hauler assignments, airport notification language, and conservation-district recommendations for silt fences. The board adopted findings and approved the preliminary plat.
Larch Pines: The board approved a seven-lot preliminary plat for roughly 35 acres in the West Valley neighborhood. Individual wells and septic systems were planned for each lot, and access would be via existing internal subdivision roads and Northern Larch Trail. Planning staff noted one public comment at the planning board raising concerns about accessory caretaker units and density; planning clarified that caretaker facilities are a distinct accessory use under West Valley zoning and that enforcement would be complaint-driven. The planning board recommended approval; commissioners adopted findings and approved the preliminary plat.
Blaine View resubmittal: Planning staff presented a material-change resubmittal to a previously approved Blaine View preliminary plat (original approval Oct. 10, 2023). The resubmittal shortens an internal subdivision road from about 336 feet to approximately 68 feet by using an existing shared access; staff said the change affects several conditions of approval but leaves three previously granted variances unchanged. The planning board voted unanimously to forward a positive recommendation; the commissioners adopted the findings and approved the resubmittal.
Common conditions: For all approved preliminary plats, commissioners noted requirements that on-site wells and septic plans receive review and approval by the Flathead City-County Health Department and Montana Department of Environmental Quality prior to final plat approval. Other standard conditions included dust-control/weed-control plans, road maintenance mechanisms for access roads, and wildfire fuels reduction plans where applicable.
Next steps: Each preliminary plat approval moves the projects forward to final plat review, where surveyor certification, finalized easements and agency approvals must be completed before recording.
