Fairgrounds manager projects higher concert revenue but warns of weather and economy risks; grandstand engineering RFP forthcoming

Fairgrounds staff presented the fairgrounds preliminary budget to Flathead County commissioners on May 1, projecting higher revenue from sponsorships and entertainment while cautioning that economic trends and weather remain risks to gate and rental revenue.

Manager Sam (identified in the meeting by first name) said sponsorship sales have started early, including renewed sponsors and new prospects such as the Montana Lottery and a rental company, and that the office is conservatively budgeting sponsorships while hoping to exceed prior targets. The entertainment line was increased substantially on a planned larger rock concert and other new events (a Mudbog and a proposed Indian Relay event). Sam said concert ticket sales historically exceeded 75% capacity and that projections for the coming year assume 55–60% but could reach 75%.

Sam and commissioners discussed the fair’s reserves and the county policy that fair reserves should not exceed 33% of expenditures; Sam said the fair was projecting reserves near 25%. Staff warned that rain or an economic downturn could reduce ticket sales by 15–20% for an affected day and that some fundraisers and benefit events are already showing softening demand.

On capital projects, the manager said the CIP was intentionally unchanged this year because the cost of north grandstand repairs/rehabilitation is unknown pending an engineering inspection; the county will issue an RFP for an engineering report and pricing for the grandstand work. The fairgrounds also reported planned purchases for grounds equipment replacements and a power washer for new aluminum bleachers.

During the agenda the Board also approved one formal action: the county awarded the carnival-related facilities operation services RFP to North Star Amusements after a single responsive proposal. A commissioner moved, a second was taken and the motion passed by voice vote; the formal motion was recorded in the meeting minutes.

Commissioners asked about revenue risk and how the fair would cut nonessential maintenance if needed; staff said they would protect essential preventative maintenance wherever possible but could hold back on nonessential spending midyear if revenues soften.
