Board directs staff to design fix for water pooling near JC’s Park ice rink area

Park staff and board members on April 22 discussed recurring water pooling at JC’s Park where the proposed ice-rink area sits and directed staff to produce a design, cost estimate and plan to address the low area before moving heavy equipment into the park.
Staff described a low-elevation area that retains water and frost, preventing adequate drainage for a usable ice rink surface. Proposed fixes include leveling the area, adding a service road on the south end (near planned horseshoe pits), relocating or adding a fence to reduce maintenance around boulders and installing sports-area lights for the rink, soccer facility and parking lot. Staff said a drawing and possible grading/fill plan would be ready to present at the May 6 workshop.
An engineer’s note included in the record (GED) asked for the least-cost fix to resolve the standing-water issue and recommended a plan for the board to review. Board members asked that any design anticipate maintenance needs (mowing, access for maintenance equipment) and consider berm or grade changes only where mowing and long-term upkeep remain practical.
Motion and vote: A board member moved that staff provide a design and a plan to fill the JC’s Park “hole,” including fence, parking and lighting considerations, for review at the May 6 workshop; a second was recorded and the motion passed by voice vote.
Staff said some re-grading would be required and heavy equipment access would be needed; a plan ready at the next meeting will include estimated costs and implementation steps.
