The Brainerd City Planning Commission approved a conditional use permit amendment allowing Productive Alternatives to expand adult day services at 1919 South Sixth.
Community Development Director James told commissioners the property is in the General Commercial (GC) District, where daycare facilities are allowed as a conditional use. Staff found the proposed interior remodel and expansion met zoning requirements and reported no concerns with drop-off or parking, noting a sizable parking lot at the site. The building and fire marshal have reviewed the plans with no outstanding issues; a complete building- and fire-code review will be required before permits are issued.
James presented two staff options: Option 1 — approve as requested in the findings of fact; Option 2 — allow the CUP amendment and remove future occupancy limits so the applicant could increase occupancy without returning for a CUP unless the building footprint expanded. Staff recommended approval without future occupancy limits (Option 2) based on existing lot size and prior precedents for similar facilities.
Commissioners asked about fleet vehicles on site and whether there is a numeric limit for vehicles; James said the code does not specify a fleet number and that staff had not received complaints about parking. James said the findings of fact include the number of parking stalls.
Following a public hearing with no speakers, a commissioner moved to approve the CUP; another commissioner seconded and the motion carried on a voice vote. Staff said the item will be forwarded to the City Council for consideration on April 21.
