Park board amends consent calendar and approves summer event permits

The board amended the consent calendar to pull permit items for separate discussion and then approved the amended consent calendar by roll call. A board member moved to approve the calendar with items D, E, F, G and J pulled for discussion; another board member seconded the motion and the roll call vote was recorded as unanimous.
Board members and staff discussed details of each pulled permit before taking voice votes. Staff emphasized the need to ensure applicants use the correct application (special-event application versus facility reservation) and to confirm pavilion reservations and insurance before final approval. Board members asked that event applicants be reminded to reserve pavilions and to be informed of park-specific rules such as prohibitions on driving in park turf.
Brainerd Night Out: The board approved Brainerd Night Out for 2025 at Memorial Park for the Northside Association. Staff said the event organizer is coordinating with the police chief and that police will provide support; staff also noted the need to confirm any street-closure requirements with police.
Blade Coalition nonprofit event at Kiwanis: Board members agreed to approve a single date—Sept. 18, 2025—for the Blade Coalition event (DJ, food trucks, tents and banners) rather than approving a three-year recurring reservation. Staff noted the permit form allows only one application submittal per year and suggested offering the organizer a first right of refusal, with staff contact on Jan. 1 to reserve the pavilion for future years.
Mississippi River 145 canoe and kayak race: The board approved the two-paddle canoe/kayak race and discussed that the public beach remains public and cannot be closed to beachgoers; staff said the applicant may reserve the pavilion and use the dock for race starts.
Yoga in the park: The board approved a vendor and special-event permit for recurring yoga at Gregory Park after staff confirmed application and insurance were submitted.
Seth Lane Sheridan memorial walk: The board approved park use for a walk from Gregory to Lumb Park “under that anticipation,” but flagged the possibility that the event will require city-council review if it involves official street closures or requests for crossing assistance. Staff said the applicant was advised to consult the police department, and board members asked staff to follow up on route details and police needs; staff indicated they would bring a route and any street-closure request back to the board or to city council as appropriate.
The board concluded the permit segment by directing staff to continue tightening policies and procedures, confirm pavilion reservations with organizers, and contact applicants about clarification and annual renewal requirements.
