Albert Lea awards parking-lot and sewer-lining contracts, adds Blake Avenue to municipal-state-aid street system

Albert Lea — At its May 12 meeting the Albert Lea City Council accepted bids and awarded contracts for two public works projects and approved a revision to the city's municipal-state-aid street (MSAS) system to enable a federally funded project on Blake Avenue.
City engineering recommended awarding the Freeborn Bank parking-lot job (Job 2504) to Euland Brothers Inc. of Albert Lea on its low bid of $152,057.19 to install a bituminous surface and create an approximate 8-foot landscape strip along the north and west sides that could accommodate future electric-vehicle chargers. The council approved the recommendation by voice vote after the consent agenda was adopted.
The council also awarded the 2025 CIPP (cured-in-place pipe) rehabilitation project (Job 2505) to Municipal Pipe Tool Company LLC of Hudson, Iowa, on a low bid of $143,850.92. The project will install a CIPP liner in existing sanitary sewer mains on several streets including Saint Peter, Pillsbury Avenue and Garfield Avenue. Engineering noted the engineer’s estimate was $253,093.20; staff recommended award to the low bidder.
In a separate action the council approved a resolution to revise the municipal-state-aid street system to add Blake Avenue from East Main Street to Southeast Marshall. The city has been awarded federal funding through the 2029 State Transportation Improvement Program (STIP) for work scheduled to be completed in 2028; the funded scope includes a mill-and-overlay and construction of a shared-use trail. To place Blake Avenue on the MSAS, the council agreed to exchange several short MSAS segments (Madison Avenue, Pearl Street, Third Street and College Street) to meet system mileage requirements.
Staff recommended approval for all items; motions to approve were made during the consent agenda and carried by voice vote.
