The council approved the resolution as part of the consent agenda; the motion to approve the consent agenda was moved by Councilor Baker, seconded by Councilor Anderson, and carried by voice vote.
Staff did not provide a capital-cost total for the project during the meeting; councilors asked only procedural questions and did not request additional financial details at the time. The city manager indicated the match must include non-state resources per the grant rules.
